Pay Policy Statement Report of the Director of Resources and Deputy Chief Executive enclosed. Additional documents: Minutes: The Director of Resources and Deputy Chief Executive submitted a report for Committee to review the Council’s Pay Policy Statement in accordance with the Localism Act 2011.
The Pay Policy set out the existing approach to remuneration of all posts within the Council, along with other details as required by the Localism Act 2011. The Council published its first Pay Policy Statement in 2012 and it had been reviewed annually thereafter. The updated Policy was included with the report and was subject to approval by Full Council at its meeting on 4 March, following which it would be published on the Council’s website from 1 April 2025.
The Head of HR summarised the key points for Members and recommended an amendment to section 2.2 along with the correction of a minor typing error.
RESOLVED THAT COMMITTEE:
1. Received the report.
2. Recommended the Pay Policy Statement for 2025/26 for approval by Full Council at its meeting on 4 March 2025 with an amendment to section 2.2 as follows:
From 1 April 2024 the Council adopted the Living Wage Foundation real Living Wage as the minimum hourly rate of pay to be paid to all staff (excluding apprentices and employees under 18 years of age). From 1 April 2025, the rate will be £12.60 per hour. Apprentices and employees under 18 years of age will be paid in accordance with the National rates.

Armed Forces Covenant - ERS Scheme Actions Report of the Chief Executive enclosed. Additional documents: Minutes: The Chief Executive submitted a report for Committee to consider proposed actions in order to further demonstrate the Council’s commitment to the Armed Forces under the Armed Forces Covenant.
The Council had received the bronze award under the Defence Employer Recognition Scheme in May 2024. As part of the Council’s steps towards achieving the silver award, Committee were asked to consider if Council should sign up to Forces Families Jobs (FFJ), the Armed Forces Career Transition Programme (CTP) and could consider the adoption of a Guaranteed Interview Scheme. The report explained that any consequential amendments required to the Council’s recruitment policies would be brought back to Committee for consideration and approval.
Members spoke in support of the proposed actions and were pleased to further support the Armed Forces Community.
RESOLVED THAT COMMITTEE:
1. Supported that the Council sign up to Forces Families Jobs (FFJ).
2. Supported that the Council sign up to the Career Transition Partnership (CTP).
3. Authorised the Head of HR to amend the Council’s recruitment policies to include and recognise the Guaranteed Interview Scheme for veterans with the amended policy to be reported to Committee for approval before implementation.

Membership of Working Groups 2024/25 Report of the Chief Executive enclosed. Minutes: The Chief Executive submitted a report for Committee to consider the membership of the Working Group under the remit of Personnel Committee for the remainder of the municipal year 2024/25.
Following political group changes, the revised membership of the Personnel Committee based on the new political balance had been confirmed at the meeting of the Full Council 10 December 2024. As there was no requirement for a working group at that time, it was proposed and seconded that the allocation of a working group be deferred until one was required.
RESOLVED THAT COMMITTEE:
Approved that there was currently no requirement for a working group under the remit of Personnel Committee and deferred the allocation of a working group until one was required.

Digital Learning Management System (LMS) Report of the Director of Resources and Deputy
Chief Executive enclosed. Minutes: The Director of Resources and Deputy Chief Executive submitted a report for information providing an update following the implementation of the ‘ME Learning’ Learning Management System (LMS) on 1 April 2024.
Sixteen mandatory online courses had been rolled out too existing staff and would be available to new starters going forward.
Between 1 April 2024 and 18 December 2024: · a total of 166 learners were registered on the ME Learning system · 1,847 courses had been completed · 1,860 training hours had been recorded averaging at 11 hours per learner
The report included further detailed information and the reported feedback demonstrated positive learning outcomes.

Exclusion of Press and Public Minutes: RESOLVED: That by virtue of the next item of business being exempt information under Paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972 the press and public be now excluded from the meeting.

General Staffing Update Report of the Chief Executive and Deputy Chief
Executive enclosed. Minutes: The Director of Resources and Deputy Chief Executive submitted a report informing members on general staffing matters since the last Committee meeting. The report included information on appointments and resignations, internal movements, establishment changes, training, and retirements.
The report noted that five new members of staff had been appointed between 16 October 2024 and 15 December 2024 and that there had been two leavers in the same period. Letters of thanks were to be sent to the staff who had left the Council, where appropriate.
