MINUTES SILENCE

The meeting began with a minute’s silence in respect of Michael Jackson, founding Chief Executive of Ribble Valley Borough Council, who had recently died.

Apologies for absence from the meeting were received on behalf of Councillors L Edge, A Humphreys, S Rainford and the Director of Resources.

The Mayor invited nominations for the Office of Mayor for the municipal year 2021/2022.  Councillor Stephen Atkinson proposed and Councillor Ged Mirfin seconded the motion that Councillor Tony Austin be elected to the Office of Mayor for the municipal year 2021/2022. 

Resolved:  

That Councillor Tony Austin be elected to the Office of Mayor for the municipal year 2021/2022.

Councillor Stella Brunskill invested Councillor Tony Austin as Mayor with the ceremonial chain of office.  Councillor Stella Brunskill then invested Pauline Austin as Mayoress. 

The Mayor (Councillor Tony Austin) then took the chair and signed the Declaration of Acceptance of Office.  The Mayor (Councillor Tony Austin) presented Councillor Stella Brunskill with a badge to commemorate her successful term of office as Mayor.  He spoke in appreciation of her excellent service to the local community during her time of office.  The Mayor (Councillor Tony Austin) then made a speech accepting the Office of Mayor.

The Mayor invited nominations for the Office of Deputy Mayor for the municipal year 2021/2022.  Councillor Simon Hore proposed and Councillor Richard Newmark seconded the motion that Councillor Stuart Hirst be elected to the Office of Deputy Mayor for the municipal year 2021/2022.

RESOLVED:  

That Councillor Stuart Hirst be elected to the Office of Deputy Mayor for the municipal year 2021/2022.

                        Councillor Stuart Hirst was invested as Deputy Mayor by the Mayor with the ceremonial chain of office.  Elaine Hirst was invested as Deputy Mayoress by the Mayor. The Deputy Mayor then made a short acceptance speech. 

The Mayor’s Chaplain, Rev Tracey Swindells said prayers upon the deliberations of the Council.

The Leader, Councillor Stephen Atkinson, proposed the recommendations outlined in the report regarding Committee arrangements for the municipal year 2021/2022 and related to the:

·      number of Committees and their terms of reference;

·      call in procedure;

·      timetable of meetings;

·      number of seats of each Committee;

·      allocation of seats to all Councillors;

·      representation on Parish Councils’ Liaison Committee;

·      appointment of an Emergency Committee;

·      approval of the updated documents in the Council’s Constitution; and

The proposal was seconded by Councillor Simon Hore.

Resolved:  

That the Committee arrangements for 2021/2022 as set out in section 4 of the report of the Chief Executive be approved.

Nominations of the Conservative group enclosed.

Councillor Stephen Atkinson proposed and Councillor Simon Hore seconded that the appointment of Chairman and Vice Chairman of the Committees of the Council for the municipal year 2021/2022 be as follows:

RESOLVED:  

That the Chairman and Vice Chairman as outlined be approved.

Councillor Stephen Atkinson proposed and Councillor Simon Hore seconded that the membership on the committees of the Council for the municipal year 2021/2022 be as outlined in the list circulated at the meeting.

RESOLVED:

That the membership on committees be approved as outlined in the Appendix to these minutes.
